cause the UK billion means 10^12 and US billion is 10^9, so it isn’t really possible own such a huge amount of money in England (the nominal GPD of the whole UK was ~2.1*10^12 USD)
on the other hand I guess there are a lot of billionaires in England, they only have to change their money to other currency for example HUF (1 GBP = 340 HUF), so you “only” need 2.94*10^9 GBP (or 1 US Dollar = 4,947.90 Zambian Kwacha)
