  There is one, hence there is one one, but then there are two ones giving one two and one one. So we get one one, one two, and two ones, which becomes three ones, two twos, and one one. Therefore the next number is:

  13112221

  The next number is 13112221 The next number describes/explains the previous one. E.g the second number 11 describes the first 1. That is there is only one 1. Also the third number 21 describes 11, that is there are two 1(written as 21 instead of two 1)Etc
