It takes each baker one hour to bake a donut. Since already six donuts are baked, sixteen more are to be baked in the remaining two hours which can be accomplished by 8 bakers.

Hmmmm, is that last baker really tiny?
The correct answer is, of course, five bakers:
Two bakers can bake six donuts in three hours,
One baker can bake three donuts in three hours,
One baker can bake five donuts in five hours.
So four bakers could only make 20 donuts in five hours, and we require the extra baker to do the remaining two donuts.
