You did have the right thinking and there is even two solutions depending on your interpretation.
Since, after shooting 1/4 of the birds, the rest will fly off, the answer should be either (2*(4+20))/4=12 or ((2*4)+20)/4=7.
Your answer of 21 is how many flew off if he shot 7.
He shot either 7 or 12.
Or 7 since the rest flew off.
None…they all flew away.
Answer will be 7 as the dead will remain and the others will fly away.
