I don’t like the wording on this one and I disagree with the Dude. The most water would have to be Hawaii. Alaska has a ton of coastline but the water surrounding it is shallow and land adjacent is far closer. So total volume of water surrounding would have to go to Hawaii. (From Alaska to Antarctica and Japan to California is a good percentage of the whole ocean)
